DVS Compliance


How do you talk about compliance and make it interesting and informative?

Well, you could talk about the benefits of compliance but often the approach is the impact of not being compliant. At Daltec, we take a holistic view touching on all the key aspects from the rationale behind the requirement to be compliant, and the benefits that come from it but also recognising that not being compliant usually comes at a cost so that you have all the facts.

For our first in a series of compliance-related blogs and our close proximity to London, we would look at the Driver Vision Standard.

If you are operating an HGV in London then you will be aware that since October 2019, all HGVs with more than 12 tonnes of GVW entering or operating in Greater London need to hold a valid safety permit. The permit and its enforcement are active 24 hours a day, seven days a week, so it is vital that you are compliant as it is unlawful to operate an HGV of more than 12 tonnes GVW in Greater London without one.

If you already have a permit then you will be aware that to be compliant:

  • Vehicles must meet the minimum Driver Vision Standard star rating of One Star to apply for a permit to operate in Greater London
  • NOTE: There are some exemptions but it is important to check if they apply
  • If your HGV does not meet the minimum DVS star rating, you will need to meet the “Safe Systems” requirements to be granted a permit

Why do you need a permit?

The Driver Vision Standard was developed to address the high number of collisions in London involving HGVs and people walking and cycling with London more than double the average in the UK. The standard objectively measures a driver’s direct view through the windows of an HGV cab. This is translated into a star rating from zero (poor) to five (excellent), which highlights the level of risk to people walking and cycling near the vehicle.

What is the Safe System?

The Safe System is a series of vehicle safety measures (fitted after pointing of manufacture) which are designed to reduce the risks that HGVs present to people walking and cycling. To ensure consistency, the Safe System is aligned to other scheme requirements and existing regulations where possible.

The Safe System requirements have been identified as current industry good practice by an independent advisory group with representatives from cycling and pedestrian groups, industry trade associations, vehicle manufacturers and government organisations.

How can Daltec contribute to securing your permit and being compliant?

We recommend a Side Detection System for customers who need to secure DVS compliance. With more and more cyclists and pedestrians sharing the roads with our vehicles the blind spots down the nearside on larger vehicles, and the dangers of accidents causing injury and death have increased.

We have all had it where a cyclist will nip up the inside between the curb and the vehicle. If this is not seen by the driver then the cyclist is virtually invisible. If the vehicle is turning left, the driver is only aware of the cyclist when he pops out in front when the traffic lights change to green.

Often cyclists are not aware when they nip up the inside of a vehicle, that it is turning left at a set of traffic lights but cyclists are not the only ones in danger. Pedestrians always seem in a hurry and often step up too close to the curb and sometimes onto the road. They too don’t understand that a large vehicle turning the corner can often cut across the curb

A Side Detection System is an ultrasonic sensor system specifically designed to be a warning system not only for the driver but also to make the cyclist or pedestrian aware of a turning vehicle. Using an ultrasonic detection system can give the driver adequate warning time to adjust his manoeuvre. The pedestrians and cyclists will get an optional warning too, to allow them to step back and move away from a dangerous position.

How it Works

This modern detection system uses ultrasonic technology specifically designed for commercial vans, HGV and lorries. When the vehicle slows to around 10 Mph, and the left indicator is turned on, the system will flash the internal display to show turn “On”, then just monitor that area until a cyclist or object is detected or until the vehicle’s speed increases over 10 Mph or the indicator is turned off.

The SDS System can announce one external spoken message ” Warning, vehicle turning left ” when the left indicator then continues to monitor the area from the front nearside of the rear wheels and out to a distance of 800mm.

If a cyclist is detected, it then warns the driver visually through our traffic light display and then finally with an audible tone as the distance between the cyclist and the side of the vehicle decreases to less than 400mm. The optional external voice siren will repeat the warning message for as long as the cyclist or object is detected.

The SDS system consists of 4 Ultrasonic sensor eyes (all 4 to be mounted on the nearside of the vehicle from the nearside bumper/step and wheel arch), a display with an internal piezo tone buzzer (to be mounted on the A-Pillar, at the side mirror height, facing towards the driver’s position), a Control Module (to be mounted behind the dash) and an optional Voice Warning Speaker Siren under the cab.

All detection zones are approximate due to the object’s shape, the installation position of the sensors and the reflected signal may mislead the detecting sensor. In order to get a more accurate detection value, please try to test varied objects from different angles when installing.


With the Scheme likely to be tightening and you are either requiring assistance with the technology needs of meeting your DVS permit requirements initially or, are considering increasing your DVS rating by three stars in preparation for the Safe System review in 2024, when it is anticipated that the minimum DVS star rating will be increased to three stars, Daltec stand ready to help.

The 2024 review will take into account any additional technology or safety equipment that was not available in 2020 and will then become known as the Progressive Safe System.
